$LANGUAGE en

$LANGUAGE is sticky: each $MESSAGE records the language in effect at its line. For that message it is

• the language of text lines that come before any [language] header, and
• the fallback: when the locale matches none of the message's languages, its text in this language is used (or, if it has none, its first text).
